New plan to boost Russian IT equipment production?

The Russian Security Council later this year plans to discuss broad measures to enhance Russia’s IT infrastructure and support local production of telecom and IT equipment, the US-Russia Business Council reported, citing the Russian business daily RBC.
Specifically, the prospective measures will reportedly focus on the localization of Internet of Things (IoT) equipment manufacturing. (IoT refers to electronic devices embedded in vehicles, buildings infrastructure, security systems, etc. to allow remote control of these objects through the Internet.)
The Security Council has sent preliminary proposals to the Ministry of Industry and Trade that reportedly include a ban on state procurement of imported telecom equipment that has Russian equivalents, similar to restrictions that are currently in place with respect to imported computer software.
The new proposals are also said to include a requirement for telecom companies to use locally-produced equipment for providing services to state entities. Other measures may include lowering taxes and import duties for local producers as well as extending loans to importers of Russian-made hardware.
