Coronavirus postpones software pre-installation in Russia

The entry into force of certain provisions of the 2019 amendment to the Law on Consumer Protection which mandate the pre-installation of Russian software on imported electronic devices has been postponed until January 1, 2021, the U.S.-Russia Business Council reported.

According to the amendment enacted in 2019, the pre-installation requirement would have come into effect on July 1, 2020 for smartphones, in 2021 for tablets, in 2022 for computers, and in 2023 for smart TVs.

The move that eases the timeline for pre-installation requirements followed the Duma’s passage of other bills earlier this spring aimed at supporting industry in light of the coronavirus pandemic.

On March 27, the RATEK Association of Sellers and Manufacturers of Electronics sent a letter to Prime Minister Mishustin saying that meeting the pre-installation requirements would be all but impossible due to the current economic and logistical constraints. Industry representatives have repeatedly argued against the requirements, citing their vagueness and short timeline for implementation.
